--Under the lead of Sun Ping, deputy mayor of Anshan City, Haicheng Mayor Yang Hongbo, and leaders of Anshan Development and Reform Commission, Financial Bureau and other relevant ministries and bureaus came to HPMM for investigation

On March 26, a project promotion research meeting was held in the conference room on the 3rd floor of the HPMM Headquarters. Participants included Sun Ping, Deputy Mayor of Anshan City, Yang Hongbo, Mayor of Haicheng City, and Anshan Development and Reform Commission, Financial Bureau, and Science and Technology Bureau. There are more than 20 leaders from relevant ministries and commissions, including the Bureau of Industry and Information Technology, and the Bureau of Transportation, and the ZGZM Preparatory Team: Wang Zhengquan, Cao Jianguo, Qu Jinzhong, Li Wenliang, Zhang Fuqing, Zhao Lin and other related leaders.

The meeting talked about the work on accelerating the establishment of ZGZM Northeast Industrial Co., Ltd. (hereinafter referred to as “ZGZM Northeast Company”) in Anshan City, project cooperation framework agreement, China-railway intermodal transport project, Sino-Russian regional cooperation development fund, and determination of the leadership team of ZGZM Northeast Industry.

At the meeting, Sun Ping, deputy leader of the Anshan ZGZM Industrial Project Implementation Promotion Group and Deputy Mayor of Anshan City, proposed the current ZGZM Industrial Project: the progress of the establishment of ZGZM Northeast Company in Anshan by ZGZM; the joint production and the progress of the export special vehicle project; the establishment of the Sino-Russian regional cooperation development fund project of Liaoning Anshan; the application to the provincial government and the Ministry of Transport for the pilot work of the special vehicle project in Anshan and other eight specific tasks.

Wang Zhengquan, deputy head of the ZGZM Industrial Preparatory Leading Group, made a detailed report on the eight work items proposed by Vice Mayor Sunping. ZGZM settled the ZGZM Northeast Company in Anshan, on March 11, a leading group for the preparation of ZGZM Industry was set up, with Ma Yuping as the group leader in charge of the overall work of the leading group, and Vice Group leaders Wang Zhengquan, Cao Jianguo, Qu Jingzhong and Li Wenliang in charge of the daily work, now the leading group is working closely on the preparation of the listing. For the China railway intermodel transportation and Kazakhstan Automobile Project, HMPP Group has signed a cooperation framework agreement with China Railway Transporation Logistics Co., Ltd.. In the near future, the other side will ship the prototype to Liaoning Ruifeng Special Vehicle Manufacturing Co., Ltd., which is owned by HPMM Group, when the prototype arrives, we’ll go through the formalities and put it into production. At the same time, we will be in accordance with the requirements of the province, with CNPC as the standard, carry out the preparation work to turn to the Xinjiang and Mongolia oilfields into small-scale oilfields. Wang Zhengquan gave a detailed explanation on the progress of the China-Russia Fund project, two listed companies project, the CRTL intermodal freight station project and so on.

At the meeting, Cao Jianguo, deputy teamleader of the ZGZM Northeast Company Preparatory Leading team, reported that several of our preparatory leading team members have been working in HPMM for more than half a month and are actively promoting the rapid operation of the project. ZGZM Northeast Company will definitely settle down in Anshan, and ZGZM will be firm in this regard. The main part of ZGZM Northeast Company is in Haicheng, with its headquarters located in Anshan, realizing a headquarters economy. The capital and production plan of the HPMM Group has begun to be arranged, and strive to achieve active, stable and sustainable development, and achieve continuous production and operation. The leadership team of ZGZM Northeast Company, the leadership team after the HPMM mixed reform will work hard, and the drafting of relevant constitution documents are all in progress.

Qu Jinzhong, deputy leader of the ZGZM Northeast Company Preparatory Leading Group, said at the meeting that in order to speed up the establishment of ZGZM Northeast Company in the Anshan area, the framework agreement with the government will avoid strict rules and regulations, and strive to reach an early consensus with the government. We need to take root in everything. We encountered difficulties in the early stage of HPMM's mixed reform. The Anshan and Haicheng governments gave us great support. The future construction and next development of ZGZM Northeast Company will also encounter various difficulties. It is hoped that in the future work, the two-level city government can continue to provide preferential policies and support related to the enterprise.

The mayor of Haicheng city and the leaders of various ministries and commissions in Anshan raised questions on the specific matters of the project. The two parties discussed and negotiated on these issues and reached a preliminary consensus. At the end of the meeting, Deputy Mayor Sun Ping put forward four suggestions. He said that the terms that can be implemented in the agreement should be implemented quickly, and the government's functional departments and the corresponding departments of the enterprise will have "one-to-one" discussion and research, fully implement the government's preferential policies, and strive to make enterprises have no worries about the future, and promote ZGZM Northeast Company to settle in Anshan as soon as possible.
